Utilities Bid Manager / Proposal Writer – 3 months + £550 per day
Leatherhead – some remote working available.

Proposal writer with responsibility for generating Full Impact Assessments for the programme. The role requires you to liaise and co-ordinate responses from multiple technical teams and collate team responses together into a coherent and high quality customer facing proposal that clearly articulates scope, rationale, technical considerations, commercial protection and customer value for value for money.

Requires proficiency in production of CRUs (Commission for Regulation of Utilities).

The Bid Manager role is to manage the production of a client bid offering and supporting materials in line with governance and process. This role will typically be working on small to medium value bids, where the commercial deal shape is determined by the sales team.

Key Activities

A Bid Manager will typically begin working on an opportunity at or about the investment approval stage. Once the investment has been agreed, the Bid Manager will collaborate with sales lead to form and manage the bid team and be responsible activities necessary to the timely delivery of a client bid, including:

• the development of a solution that meets client requirements;
• that the bid follows compliance processes and governance;
• the utilisation of best practice, and
• the internal team management to an agreed bid budget.

Key Skills

  • Quickly assimilates the client requirements quickly and builds a team to design a bid offering and produce the required internal and external bid documents.
  • Understanding of offerings and whether a solution is available or works with key bid team members to define a solution, and external partners if necessary.
  • Plans and communicates the activities to the team in a clear manner and ensures deadlines and deliverables are achieved.
  • Handles contention between staff, client, commercial, sales, supplier and business needs constructively.
  • Works with the other key bid team members to contribute towards the creation of the commercial and financial strategy.
  • Ensures that the bid follows process and governance and that there is an appropriate audit trail of materials produced and approved (or not) at all bid reviews.
  • Fully conversant with bidding best practice, understands the services available across the business e.g. the Proposal Centre, and routinely applies it to their bids.

Demonstrated Skills and Experience

  • Team leadership: team leadership skills; able to pull together and lead a team engaged in a bid pursuit.
  • Able to analyse customer needs and guide a bid team to design and propose an appropriate solution.
  • People: demonstrate skills in managing the right resources for bid team roles.
  • Collaboration: manages a virtual team including service lines (GIS).
  • Communication: high level of verbal and written communication skills with ability to produce concise, consistent and well-presented proposal documents and review materials.

• Competitors: awareness of key competitors, their footprint and the competitive landscape.
• Commercial and Financial: awareness of the key financial metrics; some cost/financial responsibility; exposure to CRUs.

• Able to deliver bids between £3m and £10m.
• Able to drive teams up to 20 people.
